Presenters
Preston W. Wilson Sr. is the training manager for the Federal Emergency Management Agency’s National Dam Safety Program. Preston worked for 10 years in FEMA’s public assistance program headquarters as a civil engineer helping communities recover from disasters. He has written, reviewed, and provided technical assistance for FEMA policies on flood control works, disaster damage, repair or replacement, landslides, and more. Preston has been deployed to a number of disasters, including Alabama flooding, Oklahoma tornadoes, and hurricanes Gustav, Irene, Sandy, and Irma. He leads FEMA training on community dam safety, seepage and internal erosion, and dam risk communication.
Robert A. Travis, CIRMS, is the founder of Risk Management Matters, a community associations insurance and risk management consultant firm. Previously, Robert held several leadership positions for Community Association Underwriters. He draws upon 42 years of experience in the commercial insurance industry, has been the insurance agent for more than 1,500 community associations since 1986, and is currently licensed in 44 states and the District of Columbia. Robert has been a member of CAI’s national faculty for 23 years, teaching basic and advanced risk management and insurance classes.
Donna H. Sheehan is treasurer of the Lake Dogwood Property Owners Association in Eastover, S.C. Her community was impacted by record-level floodwaters from Hurricane Joaquin in October 2015 that caused a breach on its privately owned, 100 year-old dam and destroyed a wild bird sanctuary. Working with a team of owners and engineering experts, Donna focused on the financial aspects of the $1.8 million repair project. Securing funding was a long, circuitous process and involved extensive communications and negotiations with the federal, state and local officials—not to mention fellow property owners. She helped her team obtain a Small Business Administration Disaster Assistance loan and set up a special tax district that allowed the community to access low-cost, long-term financing that will pay for the repairs and manage the dam once completed.
