Dawn M. Bauman, CAE
Dawn M. Bauman is CAI’s chief strategy officer. She oversees CAI’s government and public affairs initiatives, serves as executive director of the Foundation for Community Association Research, and is the former executive director of the Community Association Managers International Certification Board. She has dedicated her entire career to the practice of nonprofit management, including serving as CEO of the United States Psychiatric Rehabilitation Association and working with the American Cancer Society, Volunteers of America, as well as several Arizona-based nonprofits such as the ALS Association’s Arizona Chapter, the Phoenix Committee on Foreign Relations, the Arizona Chapter of the Association of Fundraising Professionals, and the Arizona Association of Defense Counsel.

J. David Rauch is the founder and chief executive officer of ProTec Building Services, a general contractor maintaining over 1,500 communities throughout Southern California and Nevada. Dave has written thousands of preventive maintenance manuals for developers and communities around the country. Dave served on CAI task forces focused on building maintenance and structural integrity and reserve study and funding after the Champlain Towers South collapse; the task forces helped develop CAI’s Condominium Safety Public Policy Report. He subsequently helped author Best Practices: Community Association Maintenance, a new report from the Foundation for Community Association Research.
Mitchell H. Frumkin, RS, is the founder of Kipcon, Inc., a CAI past president, and a licensed professional engineer in 18 states. A recognized industry expert, Mitch is a frequent speaker, writer, and committee member on the state and national levels for CAI, the National Association of Home Builders, and many other professional organizations. Following the tragic collapse of Champlain Towers South in Surfside, Fla., Mitch served on two of the three task forces CAI created to develop public policies to help prevent such tragedies.He has won several CAI awards, including this year’s Distinguished Service Award.
