The project involved replacement of deteriorating siding and other repairs throughout the community. The session will address the process of identifying the problem and creating a solution – how to educate the community, arrange for contractors, bids and specifications, obtain and approve financing and a special assessment and enter into contracts.

Program Description
Based upon a true story – a community association identifies the need for a multi-million dollar capital repair project. The project involved replacement of deteriorating siding and other repairs throughout the community. The session will address the process of identifying the problem and creating a solution – how to educate the community, arrange for contractors, bids and specifications, obtain and approve financing and a special assessment and enter into contracts. The litigation that followed, brought by a group of dissenting unit owners, and the strategic developments in that lawsuit, will be discussed.
Speakers
Matthew N. Perlstein, Esq. is a graduate of Bard College (A.B. 1968) and the Boston University School of Law (J.D. 1973). For the past 15 years he has concentrated his practice on condominium and community association law. Since 1991, he has focused on representing condominium, community and homeowner associations. Mr. Perlstein is a member of the Community Association Institute's College of Community Association Lawyers. He has served as chair of the Institute's National Lawyer's Committee, and as a board member and president of the Institute's Connecticut Chapter.
Michael Feldman, Esq. has been practicing in the area of civil litigation since his admission to practice in 1981. In 1994 he became board certified as a Civil Trial Advocate by the National Board of Trial Advocacy. Mr. Feldman has been elected a “Super Lawyer” by the Connecticut Magazine since 2007. He has tried many cases and successfully represented clients in a wide variety of complex matters.
