Program Description

Learn how experienced association managers can cope with an overzealous leader through interactive role play. Discussion topics include the positions of managers and outside counsel and options for harnessing strengths and minimizing weaknesses.
Speakers:
- Vicki Eileen Eaton, CMCA, AMS, PCAM, Worman's Mill Community Conservancy, Frederick, MD; manages Worman’s Mill Community Conservancy, a 307 acre HOA in Frederick Maryland. At build out, the community will boast 1497 residences, consisting of single family homes, villas, chateaux, townhomes, and condominiums. She also serves as the Education Chair for CAI’s Chesapeake Chapter.
- Ruth O. Katz, Esq., Lerch, Early & Brewer, Chartered, Bethesda, MD; is a community associations attorney who helps board members of condominiums, cooperatives, and homeowners associations govern effectively. She provides general counsel to and resolves disputes for boards and property management companies in Maryland, DC, and Virginia. Ruth brings experience coupled with enthusiasm to all her clients, whether advocating forcefully in court, poring over governing documents, or welcoming a new board member while explaining Robert’s Rules of Order. As general association counsel, Ruth reviews, interprets and amends governing documents, drafts rules and regulations, reviews contracts,prepares and attends annual meetings, and enforces covenants. She skillfully defends associations against all claims, including breach of fiduciary duty, Fair Housing, employee issues, and insurance defense.
- Jeremy M. Tucker, Esq., Lerch, Early & Brewer, Chartered, Bethesda, MD; is a community associations attorney who counsels common interest communities on the legal and practical aspects of making their properties desirable places to own and live. He helps board members and managers of condominiums, cooperatives, and homeowners associations to govern responsibly and manage effectively. He is a straight shooter, explaining how the law applies, and more importantly, what it means for the association’s day-to-day and long-term operations. One of Jeremy’s particular strengths is helping associations develop consistent policies for residents, service providers, and employees that allow the board to hold people accountable for keeping the association well maintained and in a strong financial position.Jeremy is a past president of the Community Associations Institute Washington Metro Chapter and chaired its Maryland Legislative Committee before joining the board.
- Aimee Winegar, CMCA, AMS, LMS, PCAM, Community Association Services, Inc., AAMC, Gaithersburg, MD: Winegar’s job is to manage the Villages of Urbana properties, which includes two recreation centers and more than 2,700 homes. Winegar says on an average day she receives about 100 phone calls and more than 120 emails. They range from residents reporting missing children — or cats — to neighborhood issues involving sidewalks, fences, traffic lights, storm drains, ponds,streets and even trees. Winegar’s personal philosophy for community management is to conserve resources, preserve values and serve the residents.
