Speakers
Robert M. Diamond, Esq., Reed Smith llp, Falls Church, VA; Robert concentrates on real property law, with special emphasis on the planning and development of condominiums, mixed-use projects and planned unit developments, preparing community association documents for developers and builders. His practice includes risk management for developers/builders, ensuring compliance with secondary mortgage market requirements (FNMA, FHLMC, VA, FHA, VHDA), negotiation of warranty and construction defect claims, and general representation of community associations. More recently, Robert has worked on a number of commercial, hotel and continuing care retirement condominiums as well as litigating association-related issues in state and federal court. His clients include condominium and homeowners associations; developers of new and conversion residential, office and mixed-use condominium and PUD projects; lenders providing construction and permanent financing and assessment-based loans for condominiums and planned communities; and management companies and insurance companies working with community associations.
Mitchell Frumkin, PE, RS, is president of Kipcon Inc., a full-service engineering firm which provides engineering and design services across a full range of disciplines, specializing in community associations. He founded the firm in 1986 and fosters its growth with constant innovation and education. Headquartered in New Jersey, Kipcon now has offices in Illinois, Massachusetts, New York, Pennsylvania, Texas, and Virginia. Mr. Frumkin is a frequent speaker and writer on the state and national levels for the Community Associations Institute (CAI), The NAHB, as well as other organizations. He has served as the chair of a joint task force between CAI and the NAHB dealing with the transition of community associations from developer to homeowner control. This task force published a paper entitled, Best Practices: Transitions.
Margey J. Meyer, CMCA, PCAM, is president of CADRExperts (Community Association Dispute Resolution Experts) and is a certified mediator with the American Arbitration Association and the Better Business Bureau of Greater Houston. She is a Phi Beta Kappa, Magna Cum Laude graduate of Florida State University in Florence, Italy. Margey owned her own management company for 21 years and, after selling it to Associa, was Dean of Associa University and VP-Industry Education, Integration and Outreach for the next decade. Among her many leadership positions with Community Associations Institute (CAI), Margey chaired the Government and Public Affairs Committee, Council of Chapters, Education Committee and Foundation for Community Association Research, and served on the Board of Trustees and as Treasurer and VP of the CAI Executive Committee. Locally, Margey has chaired the CAI-Houston PR Committee since the late 1990s.
