Inclusive Communities: Policies and Procedures to Address Discrimination
The issue of discrimination has become a laser focus over the past several years in organizations big and small, profit and nonprofit. Community association board members and managers have been wondering: What can be done to help make our communities better and safer places for all residents? Based on a program that was awarded the best manuscript at the 2021 Community Association Law Seminar, this webinar will provide specific guidance and tools to help community leaders recognize when interactions in the community are considered harassment under the U.S. Department of Housing and Urban Development. Participants will learn how to develop a process for appropriately addressing these situations and ensuring that the community moves toward becoming a more welcoming environment.

Leah K. Burton, Esq.
Leah K. Burton serves as general counsel to property owners associations on all aspects of issues involved in the operation and governance of subdivision, condominium, commercial and cooperative associations, including compliance with state and federal laws, covenant enforcement, preparation and interpretation of, as well as compliance with governing documents and assessment collection. Ms. Burton is also a frequent speaker on topics related to community associations.
Ms. Burton is a member of the Community Associations Institute, San Antonio Bar Association and Bexar County Women’s Bar Foundation. She is also a member of the 2019 Class of the Bexar County Women’s Bar Foundation’s LEAD Academy.
Noelle Hicks, Esq.
Mrs. Jackson has been a Community Manager for just over 10 years and is currently a portfolio manager of commercial and residential property with Hammersmith Management in Englewood, Colorado. A native Coloradoan, Mrs. Jackson came to the profession of community association management while being the President of her Association’s Board of Directors for many years and having taken a course in Board Leadership from CAI. Ms. Jackson has been a licensed real estate Broker for over 20 years; and, has had several management roles in Real Estate Development as well, including the origination of Homeowners Association for newly developing communities. Prior to this career, Ms. Jackson was a paralegal specialist with the U.S. Department of Justice, U.S. Attorney’s Offices in Washington, DC and Denver, Colorado. Mrs. Jackson received her MBA in 2002 from the University of Phoenix and has earned the designations of CMCA, AMS and PCAM during her career as Community Association Manager. She is happily married and resides in Denver, Colorado.
